Whatever your beliefs, whatever your political persuasion, it is important to understand that the economic situation we now find ourselves in as a nation is truely a once in a generation event. To try to extracate ourselves from this situation the Barack Obama Jobs stimulus plan (known as the American Recovery and Reinvestment Plan) is attempting to spread the benefits of job creation broadly among all americans. This will be no easy task. The purpose of this overview article is to try to clarify and summarize this plan as best we know it as it now exists and to help you understand how you can position yourself and benefit from the huge amount of stimulus dollars that will be forthcoming from the Federal Government.
Well, it looks like the plan is done…$787 Billion. Some of the latest changes include tax breaks for buyers who purchase new vehicles, by allowing a tax credit for sales tax paid on newly purchased vehicles (up to $49,500) from the date the stimulus package was enacted through the balance of 2009. In addition, first time home buyers can receive a credit of up to $8,000 for their principal residence if purchased before November 30, 2009.
As to the overall breakdown of the stimulus package, 42% is going towards tax cuts, and 58% is going towards spending.

$288 Billion in Tax Relief
$144 Billion in State and Local Fiscal Relief
$111 Billion for Infrastructure and Science
$81 Billion for Protecting the Vulnerable
$59 Billion for Health Care
$53 Billion for Education and Training
$43 Billion for Energy
$8 Billion for “Other”
Worthy of Note is that the Barack Obama Jobs Stimulus Bill does appear to have things in it that are “trojan horselike” in nature. Things that many Americans will not like, but will be virtually impossible to get rid of once they get the funding and legislation that is about to happen. Even though there are still some key parts of the plan that are not yet known what is known is that there will be tremendous amounts of monetary stimulus in key areas should any sort of plan get approved. Listed and highlighted below are some key areas of this plan that should help you to understand where much of the money is going to flow.
In getting a handle on how the Barack Obama jobs plan is intended to work it is important to understand that the impact of the stimulus plan will be both direct and indirect. Direct results in new job creation will be by the government spending the money on specific programs, whereas indirect jobs will be generated because people that get jobs in the government initiated programs will have more money to spend on other things in the economy such as retail trade, restaurants, and hotels.
In regard to the timing of job creation, parts of the plan should take affect by the third quarter of this year because of spending on ‘protecting the vulnerable’, and tax incentives for business to invest quickly. Medium term effects of the plan are centered around State fiscal relief and broad-based tax cuts. The longer term benefits, which are expected to be concentrated in 2010 and 2011, are the jobs that will be created through spending on infrastructure, education, health, and energy. There is a delay in the creation of these later jobs simply because it takes time to carry out new spending programs authorized by legislation.
The parts of the Barack Obama jobs plan that hopefully will take effect this year will not give you as much time to position yourself for those types of jobs and careers, but those that will be maturing in 2010 and 2011 do give you time to get on the right track with the right education and training. Keep in mind though that the government is attempting to get things rolling as quickly as possible with a good percentage of the jobs hopefully being filled by the end of 2009. You will need to make decisions quickly and focus on your new career to be at the front of this hiring wave. As for taking advantage of the time to get training, check into what might be available in the way of financial aide in the way of government grants (both Federal and State) and other aide.
Okay then, here are highlights of the Barack Obama jobs proposed stimulus plan:
-The economic recovery plan will likely save or create 3-4 million jobs by the end of 2010.
-Substantial investments in infrastructure, education, health, and energy.
-There will be temporary programs to protect the most vulnerable from the deep recession including increase in food stamps and expansions of unemployment insurance.
-State fiscal relief designed to alleviate cuts in healthcare, education, and prevent increases in state and local taxes.
-Business investment incentives.
-A middle class tax cut along the lines of the Making Work Pay tax cut that Obama proposed curing his presidential campaign.
-Tax credits and subsidies targeted towards specific activities such as smart electrical meters and software systems for health Information Technology.
-More than 90% of the jobs are likely to be in the private sector. For the other 10% …many of the government or public sector jobs are likely to be professionals (such as teachers, police officers, fire fighters and others who provide vital services in our communities). These jobs will be saved from state and local budget cuts through state and fiscal relief. (The effect of this should be virtually immediate as those jobs should not be lost, and later more will be added.)
-It is estimated that approximately 30% of the jobs created will be in construction and manufacturing.
-The investments in green energy will create jobs that generally pay well above the typical wage. The plan would look to double the United States’ renewable energy capacity within three years. Part of the push towards a more efficient energy grid to capture this green energy would mean adding an additional 3,000 miles of electrical lines.
-The stimulus plan will likely move many workers (estimated at 2.7 million people) from part time work to full time work.
-The range of components of the plan should be designed to benefit both male and female workers.
In summary, there are many career opportunites in the Barack Obama jobs plan that will be created with all the government spending. While what we are currently going through as a nation is a truely rare and disconcerting event, it can also be an exciting time for you to do some hard thinking about what you might want the next number of years to be for you when it comes to your new career. Focus in on a few career interests that meet your needs and desires. Do some research on these types of jobs and careers to make sure you understand what your choices are in a particular area.
Make a commitment to yourself and your family to begin a new chapter in your life, then get on the right track with the right education you need for your new career. If you already have the training, get your resume in the right hands and be persistant. Be focused yet keep an open mind. You never know what opportunities you hadn’t considered might really be for you. Don’t let this historic time with it’s life changing opportunities to reinvent yourself pass you by.
